Florence Secula is a public health expert and evaluator with over 15 years of experience in health promotion, community engagement and behaviour change, with a strong focus on the social determinants of health. She has worked across a range of health domains, including maternal and child health, adolescent health, sexual and reproductive health, and non-communicable diseases.
She has led and advised health promotion, social inclusion and behaviour change strategies within large health system strengthening programmes in low- and middle-income settings including Eastern Europe, the Western Balkans, and Francophone African countries. Her work has included multisectoral approaches involving public institutions, local authorities, civil society, and non-health sectors, with a particular emphasis on reducing inequities, addressing social and structural barriers to care, and translating community-level evidence into policy-relevant action.
